Scope of CyberVote
CyberVote, an innovative cyber voting system for internet terminals and mobile phones, is a research and development (RDT) programme being funded by the European Commission, with additional funding from the companies and organisations undertaking the work. It is part of the Information Society Technologies (IST) 1999 programme for research, technology development and demonstration under the fifth framework programme (5th PCRD). It is attached to Key Action 1 Systems and Services for the Citizens.
The objective of CyberVote is to demonstrate the first highly secure cyber-voting prototype using mobile and fixed internet technologies. The project will define and implement a CyberVote prototype embedding an innovative voting protocol relying upon the use of advanced cryptographic tools that will be developed to ensure integrity, privacy and authentication of the voters. The prototype will be demonstrated and evaluated on 3 trial applications.
The project is carried out by a consortium led by EADS Systems & Defence Electronics (FR) and grouping together: BTexact Technologies (UK), NOKIA Research Centre (FI), K.U.Leuven Research & Development (BE), Technische Universiteit Eindhoven (NL), Freie Hansestadt Bremen (DE), Mairie d'Issy-les-Moulineaux (FR) and Kista Stadsdelsnämnd (SE).
The project officially started on 1 September 2000. It will end on 1 March 2003. The overall budget of the project is 3 243 629 and the total effort is 27.4 man-years.
Executive summary
The present document defines the trials planned to be realised at the three end-user sites, the Free Hanseatic City of Bremen (Germany), Issy-les-Moulineaux (France) and Kista (Sweden), within the framework of the CyberVote project.
As CyberVote is designed to be an universal online-voting system with no restrictions regarding its application fields, the trials planned within the project will cover the electoral and technical aspects of the three application areas "non political elections", "opinion polls"/"referendum" and "political elections".
The German online elections will be carried out at the Bremen University for Public Administration (Hochschule für öffentliche Verwaltung) around the month of November 2002. Within the Bremen trial three committees of the University for Public Administration will be elected online by using smart cards and digital signatures.
The city of Issy-les-Moulineaux selected two trial applications for the CyberVote system: the first trial will be the election of the council of the Industrial Tribunal (in French elections prudhomales), the second one could be held during the Regional elections which will take place in March 2003.
The trial elections planned to be realised in Kista will concern a referendum on topics of local interest. These matters will be chosen by local politicians, likely on suggestion by the potential voters in Kista. About 1000 voters in Kista will be chosen referring to geographical districts that form a representative part of the Kista Borough. The trial elections are to take place in late 2002 and in the very beginning of 2003.

1 INTRODUCTION |
This document defines the trials planned to be realised at the three end-user sites, the Free Hanseatic City of Bremen (Germany), Issy-les-Moulineaux (France) and Kista (Sweden), within the framework of the CyberVote project.
All different initiatives and developments actually going on and aiming at the realisation of voting via the Internet can be clustered in the three application areas "non political elections", "opinion polls"/"referendum" and "political elections". The first one mainly concern the increasing need of listed joint-stock companies for distance voting during their shareholders' meetings. The other two ones cover the broad field of political and democratic expression of will. In contrast to political elections, the importance of online-voting actually increases very fast for non political elections.
As CyberVote is designed to be an universal online-voting system with no restrictions regarding its application fields, the trials planned to be realised within the project will cover the electoral aspects of all three areas. The Bremen trial mainly focuses on elections to the board and at the same time on the simulation of political elections. The trials realised in Issy and Kista essentially concern the field of public opinion polls. An important aspect of all chosen trials is that they are not subject to the same strict legal restrictions as political elections. Especially the legal framework of public opinion polls do not vary considerably in the different European countries. Thus the results and experience gained during the trials realised in Bremen, Issy-les-Moulineaux and Kista are representative for and easily transferable to other European countries.
As originally stated in the technical annex of the project, at least 1,000 voters should be involved in each trial. When choosing the appropriate trial elections for CyberVote, the end-users became aware that it should not be the objective of the trials to involve as much voters as possible but to realise high quality trial elections covering different application fields of online-voting. For this reason the objective of involving 1,000 voters is to some extent abandoned in favour of the quality of the trials.
In the following a detailed description of each of the planned online-voting tests will be given, in order to prepare the technical realisation of the trials.
